This is Prongles.
It is a Windows font, in traditional FNT format. That means it is made out of pixels and not vectors like sane people might prefer. I made it in "HB Font Editor," which is a modified version of an archaic Microsoft utility with no other purpose than composing these things.
It has highly cursive majuscule and sans serif minuscule, which seems really counter-intuitive until you see something typeset in it. I hard-coded in a little bit of leading (2 px on the bottom) for sanity purposes.
I like the Commercial At sign. You should, too. The decision to replace the vertical bar with a long S is influenced by ITC's Founders Caslon, which does precisely the same thing (though that throws in some other ligatures at various later positions too.)
This all being said, I've no idea what it would be useful for. Maybe a game on a portable device or something; the x-height is too small for it to be comfortable on a monitor 18 inches away. For this reason, play with it if you grab it! But tell me what you've done so I can agree with the awesomeness thereof, and don't forget to mention me in the credits or something
